On October 23, 2019, our neighborhood surrounding the Palm Harbor Golf Course received a letter regarding a future Palm Harbor Golf Course Multi Family Development Project.  Five 3 story multi-family apartment buildings with 120 residential units are to be built on the Palm Harbor Golf Course Driving Range (see attachment for details). All I could envision were five of the looming monsters being built in City Center by the Epic Theater transplanted on our golf course. I attended the initial meeting on Thursday, October 24, 2019, at the PC Community Center.  However, a more important City Planning Board Meeting is scheduled on December 18, 2019, at City Hall in Town Center.  (Note: Dec. 18, 2019 meeting was postponed by the Planning Board on Dec. 5, 2019).

After reading the developer’s letter announcing this proposed project, I contacted Mike McGuire to discuss the issues and history related to the future development. He was extremely informative and helpful.  Then I reached out to Dennis McDonald.  I was completely overwhelmed by the complex machinations regarding the City of Palm Coast’s plans for the Palm Harbor Golf Course. This rather strange and odd shaped development, as planned, projects like a peninsula of “inner city” into our city golf course.

I attended the Community Center meeting on October 24, 2019, where the developer’s agent and lawyer presented their “vision” as shown in the attached presentation and patiently responded to various questions from the attendees.  The room was filled with passionate and committed local residents concerned about the potential impact on their homes, traffic, safety, local wild life and the peaceful lifestyle they have enjoyed for decades while living adjacent to and near the Golf Course.  Some residents spoke of the fact that the Plan of Development approved in 2009 had ‘sunset’ earlier in the spring of 2019.  These residents were shocked that the developer could simply flip the switch and turn this project back ‘on’ through our City staff and elected officials.

At the end of the meeting I spoke up and suggested we can win this fight, but only if we organized as a group.  So I volunteered my services to implement a concerted group response from taxpaying residents and golfers.
